Our History
By Voris Brumfeild: Robert Bull bought the Anderson Springs Water Company from Hazen Dennis, a private enterprise ( around 1976-1977). As Geothermal continued to develop it impacted the old above ground water pipes and the small used water tanks around the community. Water was taken from Gunning Creek and run through a screen into a 55 gallon drum in the creek for Rose Anderson and part of Beaver, Hot Springs, Van Dorn Reservoir. The other part of Anderson Springs got water directly from Bear Canyon Creek up Foard Road. When there was no human or industrial development above our water sources that worked but after 1977 things changed dramatically. Aso the community became aware of the impacts and sought help from the State and Lake County, we were told that because the water company was private, we would not be eligible for grants or even loans. It was then County Counsel advised that for our community to get grants we must become a public entity. The best water rights lawyer to help us was in Sacramento. This lawyer was so arrogant in his belief we could not get through all the steps that in our minds we said, "Watch Us" Lake County Staff helped direct us in the procedures, Phil Syzmanski loaned us the money to buy the company and pay the fees to get the boundaries set for the district, go through the LAFCO processes (Local Agency Formation Committee) Bob Bull found aa Spring that is on land owned by the Bureau of Land Management up Ford Flat Road. Our original boundaries were to include all the land from Anderson Springs up to the Spring but the people on Socrates Mine Road didn't want to be in the district because they thought we would charge fees based on the size of the land. so we had to pay to get the boundary maps redrawn to just include the Annex and people who were customers of the Anderson Springs Water Company. Our boundaries were approved so now we needed a board of directors. Alton Minter, Chair, Voris Brumfield Vice Chair, Betty Oakley Secretary, Meriel Sweat Treasurer and John Archy. Then it as the time to hire and engineer to design a new water system so we could appear at Geothermal Hearings and demand Mitigation for the development of industry around our community apply for grants. Our 1st engineer was Red Moulenhaur (SP) of Sacramento. He began the design but kept procrastinating. We gave Red a time line to complete and he didn't meet it so we fired him. He protested that we couldn't do that but we did. We went out to bid again and hired 3M2 (I have to check on this name) engineering to complete the design.
